Integration-Related Campus Transportation and Reciprocal Parking (Faculty and Staff)

Dear Faculty and Staff,
With our July 1 integration now official, we wanted to provide key information related to transportation services and reciprocal employee parking arrangements. The plan detailed below is an interim plan that will be in effect from July 1 until further notice.
The information included below has been informed by the recent EVMS/ODU Transportation and Parking Survey results. Over 900 members of our campus communities took the time to complete the survey by providing us with valuable information used to craft the transportation and parking plans. We are grateful for your input.
Based on survey results, we will be introducing a reciprocal campus parking plan granting a limited number of parking permits valid on each campus. Please note that respective parking policies are not changing, and employees should go through their normal channels for everyday campus parking needs. The reciprocal plan is intended for use when visiting the other campus.
Key Points of the Reciprocal Campus Employee Parking Plan
- Reciprocal parking at each campus will be limited to twenty-four (24) daily parking permits available upon request each fiscal year (July 1 to June 30) on the non-primary campus and will only be available to employees with a valid annual parking permit at their primary campus.
- No complimentary parking will be provided for the employee’s primary campus.
- After an employee has used their 24 allotted permits, employees visiting the other campus must utilize one of the paid visitor parking options.
- This plan will not apply to student parking. There will be a separate student plan, which is forthcoming.
- Parking infrastructure improvements on the Eastern Virginia Medical Center (EVMC) campus are currently underway that will streamline the parking process. Further updates to the reciprocal parking plan will be provided when that work is completed later this year.
DAY ONE (July 1, 2024) Reciprocal Parking Arrangement for Travel to the ODU Main Campus
- Employees working at the EVMC campus will log into the ODU parking portal using their MIDAS ID to obtain a zero-cost permit. The permit can be obtained up to 90 days in advance.
- Employees traveling to the ODU main campus will be able to obtain up to twenty-four (24) zero-cost daily virtual the day it is valid parking permits each fiscal year.
- The permit is valid in any faculty/staff parking location. (MAP)
- ODU main campus utilizes virtual permits that are linked to the vehicle license plate and enforced through license plate recognition.
- It is the parking permit holder’s responsibility to maintain accurate, up-to-date, vehicle license plate information and ensure that their vehicle is linked to a valid permit to avoid receiving a citation.
DAY ONE (July 1, 2024) Reciprocal Parking Arrangement for Travel to the EVMC Campus
- ODU main campus employees visiting the EVMC campus should park in the Visitor parking garage (Garage A) located at 725 W. Olney Road. (MAP)
- ODU main campus employees with a valid annual ODU parking permit must obtain a Validation Sticker to present to the parking cashier with their parking ticket prior to exiting the garage.
- Validation stickers can be obtained from the EVMC Office of Transportation and Parking Services located on the first floor of the Visitor garage at the time of parking, after your business is complete, or from the ODU Transportation and Parking Services (TPS) main parking office located in the 43rd & Elkhorn garage prior to traveling to the EVMC campus.
- Parking staff at either location will verify that the employee has a valid ODU annual parking permit using the integrated parking system database prior to issuing the validation sticker.
- The number of validation stickers issued will be recorded in the customer’s parking account up to a maximum of 24 per fiscal year.
