Integration-Related Campus Transportation and Reciprocal Parking (Students)
Dear Students,
With our July 1 integration now official, we wanted to provide key information related to campus transportation services and reciprocal parking arrangements. The plan detailed below is an interim plan that will be in effect from July 1 until further notice.
Earlier this spring, over 900 members of our campus communities took the time to complete a transportation and parking survey, providing us with valuable information used to craft the transportation and parking plans outlined below. We are grateful for your input.
Based on survey results, we will be introducing a reciprocal campus parking plan granting a limited number of parking permits valid on each campus. Please note: Parking policies at each respective institution are not changing, and students should go through their normal channels for everyday campus parking. The reciprocal plan is intended for use when visiting the other campus.
Key Points of the Reciprocal Campus Parking Plan:
- Reciprocal parking at each campus will be limited to 24 daily parking permits available upon request each fiscal year (July 1 to June 30) on the non-primary campus and will be available to students with a valid parking permit at their primary campus.
- No complimentary parking will be provided for the student’s primary campus.
- After a student has used their allotted permits, students visiting the other campus must use one of the paid visitor parking options.
- Parking infrastructure improvements on the Eastern Virginia Medical Center (EVMC) campus are currently underway that will streamline the parking process. Further updates to the reciprocal parking plan will be provided when the work is completed later this year.
Day One (July 1, 2024) Reciprocal Parking Arrangement for Travel to the ODU Main Campus
- ODU’s main campus uses virtual permits that are linked to the vehicle license plate and enforced through license plate recognition.
- It is the parking permit holder’s responsibility to maintain accurate, up-to-date, vehicle license plate information and ensure that their vehicle is linked to a valid permit to avoid receiving a citation.
- Students based at EVMC will log into the ODU parking portal using their MIDAS ID to obtain a zero-cost virtual permit. The permit can be obtained up to 90 days in advance.
- Students based at EVMC who are traveling to the ODU main campus will be able to obtain up to 24 zero-cost daily virtual parking permits each fiscal year.
- The permit is valid in all commuter and perimeter parking locations. (MAP)
DAY ONE (July 1, 2024) Reciprocal Parking Arrangement for Travel to the EVMC Campus
- ODU students based on the main campus and traveling to the EVMC campus for academic purposes will log into the parking portal using their MIDAS ID to obtain a printable daily parking permit when they need to visit campus. (Please visit a computer lab or library if you need assistance printing.)
- ODU students traveling to the EVMC campus will be able to obtain 24 zero-cost daily printable parking permits each fiscal year.
- The permit is valid in EVMC Lot 19 located at Colley Ave. and Southampton Ave.
- The daily permit can be obtained in advance and a separate permit must be obtained for each day of parking that is needed.
- The permit must be displayed on the student’s dashboard in plain view for enforcement verification.
- ODU students must have a valid ODU main campus permit to use a daily permit at EVMC.

Hampton Roads Transit (HRT) GoPass365 – Annual public transit passes are available to students for $50/year.
